Certification introduction
The full name of OFTA in Hong Kong is "the Office of the Telecommunications Authority", which is the Hong Kong Telecommunications Authority. OFTA certification is the abbreviation of the Hong Kong Telecommunications Authority for the certification of communications products in Hong Kong.
The purpose of OFTA certification is to ensure the safety of products used in Hong Kong and to prevent telecommunications products from interfering with public networks. Only telecommunications equipment that has been tested and meets the relevant technical specifications and received a certificate from the Telecommunications Authority can be used in Hong Kong.

Certification classification
According to the Hong Kong telecommunications equipment qualification and verification plan, telecommunications equipment verification requirements are divided into voluntary verification plans (VCS) and mandatory verification plans (CCS). Under the voluntary verification plan, it is voluntary to apply for verification of telecommunications equipment. Even if such equipment has not been verified to meet the relevant technical specifications, it can be sold or used in Hong Kong. However, even if manufacturers, suppliers and distributors do not apply for verification, they must ensure that their telecommunications equipment meets the relevant technical specifications. Public telecommunications network operators may refuse to allow users' indoor equipment that does not meet the specified specifications to be connected to their networks. In addition, anyone who uses or sells radio communication equipment that does not comply with the relevant HKTA specifications, that is, in violation of the Telecommunications Ordinance (Chapter 106), must be prosecuted.

Under the mandatory verification plan, it is mandatory to apply for verification of telecommunications equipment. Before the relevant telecommunications equipment is used or sold in Hong Kong, it must be verified to meet one of the following specifications:
(1) Related HKCA specifications;
(2) Technical standards prescribed or approved by the Commissioner of Communications, if there are no relevant HKCA specifications;
(3) Equivalent to the specifications of (1) or (2) above.

OFTA certification process is divided into document identification and equipment identification
Document identification:
(1) Review the submitted technical specifications or user manual to verify whether the telecommunications equipment is likely to pass the corresponding equipment identification;
(2) Review the type verification certificates submitted by other authorities and related test reports to verify whether the equipment needs to be identified;
(3) Review the test report submitted by an approved test agent to verify whether the equipment needs to be identified.

Equipment identification:
(1) Test the telecommunication equipment samples according to the relevant HKTA specifications according to the certification body;
(2) Test samples of telecommunication equipment according to relevant HKTA specifications or equivalent specifications according to approved testing agents;
(3) According to the type certification approved by other authorities in accordance with the equivalent specifications of the relevant HKTA specifications, together with relevant test reports.
