China Energy Efficiency Label The energy efficiency label is an information label attached to the product or the smallest package of the product. It is used to indicate the energy efficiency level and other performance indicators of energy-consuming products, and provides the necessary information for users and consumers to make purchase decisions to guide Users and consumers choose energy-efficient products. Establishing and implementing an energy efficiency labeling system is of great significance for improving the energy efficiency of energy-consuming equipment, improving consumers' awareness of energy conservation, accelerating the construction of an energy-saving society, and easing the contradiction of energy constraints faced by a comprehensively well-off society.
The Measures stipulate that the National Development and Reform Commission, the General Administration of Quality Supervision, Inspection and Quarantine and the National Accreditation Administration are responsible for the establishment and implementation of the energy efficiency labeling system. All products listed in the "Catalogue" shall be marked with a unified energy efficiency label on the obvious part of the product or the smallest package of the product, and shall be explained in the product manual. The energy efficiency label adopts the implementation mode of the producer or importer self-declaration, filing, and relevant government departments to strengthen supervision and management.
China's energy efficiency labeling system began to be implemented on March 1, 2005
According to the provisions of the "Measures", the National Development and Reform Commission, the General Administration of Quality Supervision, Inspection and Quarantine, and the National Certification and Accreditation Administration have formulated and released the "Product Catalog of the People's Republic of China Implementing Energy Efficiency Labeling (First Batch)" and "Basic Form of China's Energy Efficiency Label "," Implementation Rules for Energy Efficiency Labels of Household Refrigerators "and" Implementation Rules for Energy Efficiency Labels of Room Air Conditioners "(No. 71, 2004), starting from March 1, 2005, the two products of refrigerators and air conditioners will be the first Began to implement the energy efficiency labeling system.
The energy efficiency label is on a blue and white background, with the word "China Energy Label" (CHINA ENERGY LABEL) on the top, sticky on the back, and must be pasted on the front panel of the product. The structure of the logo can be divided into background information bar, energy efficiency grade display bar and product related indicator display bar. As an information label, the energy efficiency label clearly shows the energy efficiency level, energy consumption index, and other more important performance indicators of energy-using products. In order to popularize the awareness of energy conservation and efficiency among various consumer groups, the energy efficiency rating display bar uses three expressions to visually express the energy efficiency rating information: one is the text part "low energy consumption, medium and high energy consumption"; the second is the number Part "1,2,3,4,5"; the third is the color indicator of the level of the emotional arrangement represented by the color, in which red stands for prohibition, orange stands for warning, and green stands for environmental protection and energy saving.

Certification process
Step 1: Product testing
Energy efficiency testing should be performed in a qualified laboratory.
After passing the test according to the corresponding national standards for energy efficiency, our center issues an energy efficiency test report. The test report is an important basis for the energy consumption index marked in the product energy efficiency label. The original report should be submitted to the Energy Efficiency Label Management Center for review and filing.

The second step: making energy efficiency standard weave
In order to maintain the seriousness of the labeling system, facilitate market supervision, and effectively improve consumers' recognition and cognition of the labeling, China's energy efficiency labeling has strict and uniform requirements. The basic styles of energy efficiency labels, shapes, colors, patterns and overall layout of various products are consistent, but the size and energy consumption indicators are different. Therefore, enterprises should make energy efficiency labels according to the requirements of the corresponding product implementation rules. The energy efficiency grade and energy efficiency index shall be determined according to the test report. The energy efficiency index should not exceed the value range of the corresponding energy efficiency level, and the energy efficiency index of the tested sample should meet the marked value in the energy efficiency label.
The energy efficiency label should be printed on coated paper of 80 grams and above, and be pasted on the obvious position of the product or the smallest package with stickers. When filing, a logo sample shall be provided for review.

Step 3: Fill in the filing information online
The first step is to register enterprise users on the China Energy Label (www.energylabel.gov.cn). The basic information of the company must be provided, and the registration will be completed after review by the administrator (about 3 days).
After successful registration, log in and add relevant information for product registration, mainly the information marked in the energy efficiency label.

Step 4: Submit the required text materials for the record
Submit the following text materials to China Energy Efficiency Label Management Center:
Copy of producer's business license or registration certificate;
Energy efficiency label filing enterprise information table;
Samples of energy efficiency labels; (see step 2)
Energy efficiency label filing form;
Energy efficiency test report; (see first step)
When it comes to brand licensing or OEM production, you need to provide:
Brand use authorization;
OEM declaration of energy efficiency label filing;
If the producer is an overseas registered enterprise, the importer is also one of the responsible parties, so it is also necessary to provide:
Copy of importer's business license or registration certificate;
Importer Enterprise Information Form;
Copies of relevant contracts concluded between importers and overseas producers;
After receiving the written filing materials, the energy efficiency label management center will generally provide feedback or rectification within 10 working days. After the filing is completed, it will be publicized on the China Energy Efficiency Marking Network. Relevant information can be queried by the filing number, producer name or model.
